Windham is a mountaintop town on Route 23, and Windham Mountain makes it a ski town. The 2020 Census counted 1,708 residents, and more than half of the town's homes were seasonal or second homes. When a driveway washes out or a tree comes down across it, the owner is often hours away. The ground is hard work too, with boulders and shallow ledge under steep lots.
Doberman Excavation and Services is an excavation contractor serving Windham as part of our Greene County service area. We dig foundations and utility trenches, and we rebuild gravel driveways that wash out. For owners who live away, our property maintenance for second homes includes before-and-after photos sent by phone. Call or text (518) 281-8003 for a free estimate.

The hamlet of Windham sits at about 1,500 feet above sea level. The Greene County soil survey maps much of the town as Lewbeach and Willowemoc channery silt loams, very bouldery. Channery means the soil carries flat chips of sandstone and shale.
Both soils have a dense layer called a fragipan, about 17 to 36 inches down. Water moves slowly through that layer, so snowmelt and rain sit above it. That is why a sloped yard here can stay wet into spring. A French drain across the slope can catch that water above the house.
On the steeper slopes, the survey maps Vly and Halcott soils, very rocky. Halcott is a shallow soil, with bedrock 10 to 20 inches down. That ledge shapes where a footing or a leach field can go.
Windham adopted a new zoning law in June 2026. Under it, removing vegetation or topsoil on an acre or more needs a town building department permit. Grading or filling an acre or more needs one too. The application carries a site plan and a stormwater plan, and the Planning Board authorizes it first.
The law leaves out the necessary upkeep of a property, and it leaves out farming and forest management. The state's construction stormwater permit also starts at one acre of disturbed soil. Ask the building department in Hensonville how the rules fit your parcel before land clearing starts.
On a mapped ridgeline, the Ridgeline Protection Overlay District adds limits for a new house. Clearing is limited to what the building envelope needs. At least half of the parcel's trees and shrubs must be kept. No area of 2 acres or more on the parcel may be clearcut.
The Rural Residential district is the town's largest. A new lot there without central water or sewer needs at least 3 acres, with a 75-foot front setback. A new house in the Hamlet district or on a mapped ridgeline gets Planning Board site plan review. So does any house over 3,500 square feet.
The building permit checklist asks for an approved sanitary system report, and no permit issues until other agencies sign off. The town's inspection list starts with the finished excavation, then the footing forms and the foundation drain tile. The checklist even asks the excavator to name the backfill for the foundation walls.
Windham sits in the New York City watershed. There, the city's Department of Environmental Protection (DEP) generally reviews and approves a new septic system and certain repairs. No part of a new system for a house may sit on a natural slope over 15 percent. The absorption field must also stay at least 100 feet from a watercourse or a mapped wetland.
The applicant gives DEP at least seven days of written notice, so it can witness the soil tests. Those tests can run any time of year except when the ground is frozen. A licensed engineer designs the system, and we do the excavation and the septic system installation to that plan.
The 2020 Census counted 2,385 homes in the town, and 1,395 were seasonal or occasional-use homes. About a third went up in the 1980s, the American Community Survey estimates. Building goes on, with 78 new single-family homes permitted from 2021 through 2025, the Census Bureau's permit survey shows. Driveways and culverts from the 1980s are now around 40 years old.
October is the wettest month at NOAA's Windham station, with about 5 inches of precipitation on average. Fall rain and spring melt run down steep drives and carry the stone with them. Our gravel driveway repair regrades the drive and sets a crown that sheds water to the sides.
NOAA's normals for East Jewett, a mountaintop station near Hunter, show about 95 inches of snow a year. State law bars pushing snow onto a public road, so we stack it on the property. Our snow plowing covers driveways and private roads, by the season or per storm. Gravel drives get plowed with the stone left in place.
